How to change size of the background photo

I need to change the size of the photo I have chosen as a slide background.
(translation -- I dont' want the photo expanded to take up the whole slide)

I think I have tried everything...but this board always proves otherwise.

Any image that is assigned to the background will be stretched to fill the
background. Instead, use an image editing program to add a blank area to
the picture, then save as a new file. Make sure the end result has the same
proportions as the background to avoid distortion (4:3). Use that new file
for the background.

Alternately, if file size is not an issue, you can insert the picture as an
image shape, and just copy it from slide to slide.

If you inserted it as a background (Format > Background > Fill Effects >
Picture), it will fill the slide. If you just insert it as the first object on
the slide, you can size it however you like. Is that what you mean?

Instead of inserting a picture as a slide background go to the slide master
(View menu, master, slide master) and insert the picture as an object. This
allows you to size the picture as necessary and/or water mark it. Then
making sure that the picture is selected (has the black boxes around it) go
to the draw button on the drawing toolbar, choose Order and then send to
back. That should put the picture behind all boxes on existing or new slides
