How to change settings for all users not just currently logged in user

Hi there,
I need to chnage few settings i the registry and need to do it for all
users.
Is there any simple and safe way to do it?

This depends on your network environment.

If you are using NT domain or AD, you can use policy to forward settings to
users.

You can also use login scripts - if your users are logging to any server
with ability to run scripts on login (can be also Netware server not only
Windows).

You can place such "login" script also to all-users startup folder on
machine.

If your users are using any network application using launching script, you
can incorporate registry update command to it.

I need a PC based solution for home users that works for both WIN 9X and NT.
I need to change some dialup settings and make sure that the same settings
are set for all users. So any network based solution is not applicable to
this scenario.

To me placing "login scripts" for all users looks simple.
Pl help me to find a sample program? Does it not require secure access etc?
Cab it any simple win32 exe or is there something called "logins script"
specifically?
