Not exactly what you wanted but is a clue
I think there is a default user entry (which might carry over to any new
users you create) and an entry for each existing user in the registry,
however messing about in there can have unpredictable effects. It's a little
more complex still if you want a favorites folder for every user but the
same registry entries should do it.
Have you tried any file synch utilities to do this and depending on the
networking methods you have would simply locating the favorites folder using
search and then placing a shortcut to in "My documents" help at all?
If you do edit the registry always backup each key you change by using
"Export" and keep them somewhere easy to find in case Windows doesn't start
properly. Personally I avoid registry tweaks where possible because if
trouble comes along in the future you're never "Quite sure" <g>
