How to change language on windows

I was hoping someone could explain to me how on windows can switch the language I see on my google chrome browser and on generally on everything else I see in my computer while using it, for example when on settings or even while installing something. I’m trying to install a computer game on a family member’s computer but stuff appears in a foreign language and I want to switch it to English before installing that computer game and then switch it back to the foreign language after the game finishes installing.
 
The display language you select changes the default language used by Windows features, such as Settings and File Explorer.

  1. Select Start > Settings > Time & Language > Language.
  2. Choose a language from the Windows display language menu, or, under Preferred languages, select Add a language to install the one you want if it isn't listed.
