how to change GPO value

Scenario
I have two different GPOs to restric access to A and D. I did two different ones since I don't want to restric access to C. Only the one for A is actually being applied and if I set the one for D not to be overwritten then it will take over and A will be accessable

Now someone suggested that since these two GPO are actually the same with different settings, I should try changing the "values" on one to see if it helps. That's about the only thing I have not done, and the reason is that I don't know how, and where. Is it in the registry? where? I've been researching with no luck at all. Can someone help

Hide these specified drives in My Computer
User Configuration\Administrative Templates\Windows Components\Windows
Explorer

This will cause a conflict. I will do my best to explain why?

This is a single list value. like C,A,D

Not an multiple value like
C
A
D


So you can't add an other drive with and other policy.
