How to change Alt+[vowel] function

Is it possible to make windows use the German vowels with umlaut when
pressing Atl+[vowel] instead of the French accents.
 
Sorry, I should have checked what I was writing. I meant Alt Gr
+ [vowel], which gives á é í ó ú. Can the function of the alt gr key be
changed to make it give ä ë ï ö ü?

Take a look at the little freeware application AllChars. It doesn't do
exactly what you want but it's a handy way of easily getting many special
haracters such as these.

With AllChars loaded, I press Ctrl e ' to get é and Ctrl u " to get ü.
