How to build a setup package?

I know this must be simple - but timelines are getting in my way of thinking
well. I've built a quick test form for a pocket pc device using the cf of
vb.net - I've run it through the emulator, and it works, but I now want to
try to build an install package to see how that process works.

I've built the app, and generated a cab file. But now what? Or is that
even a good start?

How do I make a setup/deployment process to distribute to user's devices,
easily.
