How To Boot The System Whitout OS?

I have been download the xpe sp1 desk 1. And the documents said that it can
boot system by using this cd. but the desk 1 just a cab file. How to build an
iso to boot the system?

If you created disk 1 correctly it should boot WinPE (Windows Pre-Execution)
which is a light weight Windows system. I suggest you carefully read
whatever instructions were provided when you downloaded the disk image.

No,I am not created any disk.I just download a XPEFFI.exe file. and in the
download option i choose the xpe sp1 tools ,it just download a cab package .
I want to run ta or tap in an pc that without OS. So How Can I boot the pc.
I Haven't Build any xpe img.

You should try to get WinPE to boot your system and execute TAP.exe. WinPE
is not available for free, you must have software assurance and then you can
download it from licensing.microsoft.com
If it's still not easy for you to get WinPE, you can try to install XP Pro
or boot from DOS. There's also an useful tool called BartPE, you should be
able to find it from Internet and download it to boot your system.

for Embedded OEMs (with a valid embedded OEM CLA contract).
Your embedded distributor will send you an OPK
(OEM Preinstallation Kit) for Win PE.

Every Embedded OEM can use the Win PE for deploying, maintenance and
recovery reasons.

On the eval-kit and the full version CD/DVD, the disk is WinPE bootable.
