How to block internet and control panel access

I have xp home edition. I want to prevent users from accessing I
options and control panel. And even if I have creat administrator use
accnt somebody can login using safe mood>Administrator and access al
the control panel items. I can't delete this accnt and it is no
showing under regular control panel user
 
Log in under the built in Administrator account, and go to Control Panel, User Accounts and select the Adminstrator account. Assign a password for this account that only you know.

The standard security practice is to rename the built-n Administrator
account, set a strong password on it, and use it only to create another
account for regular use, reserving the Administrator account as a "back
door" in case something corrupts your regular account(s). If you
haven't done so, you've left your computer wide open to anyone who sits
down at the keyboard.
