How to allow scripting in outlook?

Can anyone help with the following?:

Note: If you installed the Outlook security patch that restricts scripting,
your stationery will not scroll. We use VbScripting for the scroll. You will
have to contact Microsoft for information on how to re-enable the ability for
VbScripting. We do not offer support on this.

Set the zone to "Internet" here: Tools menu > Options > Security tab.

That may do it...

Just curious; Why use VB to scroll? Why not use the marquee tag?
