How to allow pages to load without blocking

Every time I reload Windows XP or set up a new computer I get the message
across the top that says content is blocked and allows me to show it one
time. I end up fighting and enabling piece by piece until I eventually get
so much enabled that I obviously have to see everything (even a content so
simple as on this home page www.widman.biz ). I am now setting up another
notebook and spent hours trying to get this to show. I don't know why MS
coultn't give the option in that same dialog to enable it always, but at the
very least,
Can someone tell me where the magic setting is?

I have reset security to minimum, allowed pop-ups on both the firewall and
the tools/options: Basically checked every button I can find, although I
know somewhere there is one magic button that will work, as I have stumbled
upone it when setting up the last 4 computers. (and I'd really like to go
back and shut some of those options off)

What content is it blocking, does it say?
What version of IE6?
