Nope. Themes contain colors, fonts and effects -- these can be used in
Word, Excel and PPT. But Themes also include slide masters and layouts,
which can, of course, only be used in PPT.
Basically, if you don't need to have any sample slides, then you can get
by with just a Theme (THMX) -- you only need a Template (POTX or even
PPTX) if you have sample/content slides you want to send out as well.
For this user, I'd say adding the footer to the slide master or the
individual slide layouts (depending on the exact need) would be fine.
