How to add a continuous line on a bar Graph Chart?

I have a Microsoft Graph Chart in a form shown as a bar shown over time. How
would I add a continuous line across time that would show +/- 10% of the
bar>
 
Open the design view of the graph and from the combo box at the top
select Value Axis. Now select the button next to the combo box, this
should be the format axis button. Now select scale and insert a
negative number in the minimum box. Make sure the check box is
clicked. Now your graph should show the new value axis.
