How to activate my task manager

Since last few days i am having this problem that i cant use my task manager
by pressing (ctrl+Alt+Del) A popup msg displays telling me the task manager
is disabled by your adminastrator..
& i cant use (regedit) in the run command.....is there any way how 2 repare
my windows....
