how to accomplish "do not download message from server" ?

It exists in OE, but I can't find anything similar in Outlook.

Outlook doesn't have that feature.

hm, so there is no way? is it possible to program a "custom action" which
appears in the actions list ?

if not, i do not understand why this feature is missing, i find it very
useful in outlook express.

Correct. There is no way.

No. In order for any rule to run and take action in Outlook, it must be
downloaded from the server first.

I agree, but you'd have to ask the Microsoft developers for the reason. I'm
just another user. I'm not privy to that information.

You have to understand that Outlook was originally developed as a commercial
product for use in Domain and Exchange Server environments, and that Outlook
still has the vast majority of installations in that sort of environment.
The use of Outlook for POP mail and in stand-alone installations has not
been at the forefront of the development route - that usage has been more or
less accidental. Thus development is geared towards where the great majority
of users reside - in Exchange Server environments, and the addition of
functionality like "do not download from the server" is neither required or
wanted, and as such is just not on the developers' radar....
