how the change the backgroup for users

i administer a terminal server and i want to change the background on the
desktop of the user that connect to it. ive already change the local logon
and i thought that would be it. but the terminal session are still just
blue. any ideals

Have you benn able to change the background for all users that connect? I'm
still trying to figure that one out.
