I have been traveling and, in the hotel, I could not stop my notebook from
trying to dial in to a modem - even though I was connected to the hotel's
high speed connection. In the Control Panel, I have (under Internet
Connections) - "Never Dial In" checked. I would like to set up my notebook
so that I only attempt to dial in to a modem when I double click on my
connection icon. Could it be that some other program that starts up in the
background doesn't follow the rules in Control Panel?

Well there is a way out.
you can create another profile say "TRAVEL PROFILE"
and reboot from that profile and disable your modem hardware there.
so next time it wont come up.
