If you have Win 7, you'll have to download it from Microsoft's site and install it as it doesn't come as part of Win 7 standard. If you're using a Linux Distro, there is also free software available. For Apple Macs - I have not a clue

Cutting and editing video is a very simple, and the walkthroughs in the software will show you how to do it.
