I select a number of contacts.
Then do: Action -> New Message to Contact",
A pop up then appears for composing the email.
All is fine except that the "To" field is populated with a fax entry for
each contact that has a fax number.
How do I prevent the fax numbers from being treated as an email address?

You can't.
Select the recipient from the Outlook Address Book instead so you can
specify which electronic address to use.
The standard behavior for the Outlook Address book is to display all
electronic addresses (both fax and e-mail). That behavior cannot be changed.
The only way to prevent the display of fax numbers is to store them in a
different field or to disguise them (e.g., precede them with an alpha
character) so that Outlook won't recognize them as phone numbers.
There are also a number of utilities available that can do this for you
automatically. Some are listed here:

So this is a change since Outlook 2000? Because I have tested 3
different contacts on 2 different boxes.... no problem.

Nope. The Outlook Address Book has always behaved this way. If you are using
Internet Mail Only mode in Outlook 2000, you aren't using the Outlook
Address Book.
