How make pps react equal as ppt using mouse and screentips?

Hello,

in my .ppt the user mousewheel cannot select next/previous slides due to
selected slideshow 'kiosk' mode while 'screentips' are shown when mouse is
over some objects.

if saved to an .pps file the user can scroll through the slides with the
mousewheel and screentips do not show up.

how do I make the .pps react equal as the original .ppt? (if possible)

I forgot to mention something:

and played in the free downloadable Microsoft "PowerPoint Viewer"

so I think it's just the way that the "Viewer" operates.
