What kind?

Note that as far as ClamAV is concerned, last time I checked it was far
from being on par with any of the professional virus scanners. I doubt
that it is a good example to learn from.

On what platform?

Clam on Linux is excellent.
ClamWin is awful.

I think ClamAV is a good start and a good suggestion for a question not easily answered.

yeah, clamav isn't a good suggestion for a product to use (at least not
for desktop protection), but for the question the OP is asking (how to
make an anti-virus) it's probably the best place to *start*...
