How i know who using my IP?

Last tiem i using 192.168.1.222 but suddently can't.The
Ip used by other PC already. I try to ping this IP, but
not respont. I try to reconfiguration the IP again but
still pop up the msg said that Ip already used by other
PC.

HOW I CAN KNOW WHICH PC USING THAT IP ?
 
Posting twice won't make your English and more decipherable.

What is serving your PC's DHCP? A server? If so, details please. A router?
Your ISP?

type: ipconfig /all
in a command prompt and paste the output here.

And your point is lost in your single posting. Your spelling is no better
than that of the original poster. And English is likely not his primary
language. If you are the language police, you failed at your job.
 
That IP is LAN ip. Actually most the client PC i using
DHCP control it. The server i using is statis IP. So i
don't know who using the server static IP. I try to reset
the server static IP, but pop up the messeger "Ip
comflict........." so i can't change back the IP. How i
can know who using that IP.

The static IP is : 192.168.1.222
255.255.255.0
 
My server is using DHCP. My company don't have router
mostly i using RAS routing service to do the routing job.

If i type ipconfig /all
result is 0.0.0.0

Because somebody using then same static IP (192.168.1.222)
address after the server restart. can't using back that
IP (192.168.1.222). Who i can know who using this IP ?
My compnay has 80 PC. If i check one PC to one PC very
waster time. How i can see all the client PC IP address
in server?

Disconnect the server from the network, stop RRAS (I believe this is the
same server?), and reboot. If there is no conflict - enable RRAS and reboot.
If there is a conflict - inspect RRAS configuration and bindings order. If
there is no conflict - it might be WinSocks problem.
