How Format CD ?

After rght-clkng the CD(drv E:),
.. it presents Format, (as one of the context choices)
after selctng it, and waiting a long...long time,
I'm grreeted with "Win is unable to complete the format."

How do I proceed?

You can only format a CDRW disk.
