How Fax Server works...

Greetings.
It may look silly. But the fact that I dont know how exactly a fax server
works. Is it a SW or Service?
Is it a paid SW or part of OS (Win2K)

Please enlighten me.

Service. Part of OS - it gets enabled once you plug in a fax modem.
