How does one tell if .NET Framewaork 1.1 is correctly installed?

How can I tell whether she has .NET Framework correctly installed?

As a start, I'd ask her to check if sha has a

%windir%\Microsoft.NET\Framework\v1.1.4322

directory.

Windows update recommends the installation of .NET Framework.

I know someone who installed that, not even knowing what it was for.
Recently, I sent her a .exe created with VB.NET 2003 and she claims that it
would not run.
I do not yet know what error message she received.

How can I tell whether she has .NET Framework correctly installed?

She has neither VB nor VB .NET.
Apparently, she does have the VB 6 runtimes.
 
And, I guess I should find out if .NET Framework is listed in Add/Remove
Programs.
 
She has the directories, but .NET Framework does not show up in Add/Remove
Programs.

Should I tell her to try Windows update again?
Or should she just download the Framework, I'll need to find the URL.?
