Norton AV detects this in temporary internet file folders that setup in
several locations. However, when Norton AV scans the system it does not
find it. I went to the NAV sight and executed their instructions in
removing this virus but it does not work and they want to charge $40 to $70
to help remove what their software should do.

I have deleted all of the temporary internet files that I can find. These
are located in various sections of "Documents and Settings" and in the
Windows\Temporary Internet Files. I turned of system restore during the
cleaning operation and still have the problem.

Thanks.

Try Trend's SysClean (which has been reported to detect and clean this
malware). See my web site for the Sys-Up download.

Does not work in what way? If you didn't find either of these files
or anything else in the instructions on your computer, the script
didn't run.
%Windir%\System\Kernel.dll
%Windir%\System\Kernel32.dll

Because VBS.Redlof infects HTML, it is often innocently uploaded by
webmasters with infected computers, where it can infect anyone with
Windows Scripting Host enabled, who visits their site. If you're web
browsing when you get this notice, then Norton Script Blocking has
probably made the detection on the website you're currently visiting.
Script Blocking stopped the script from running, and may have deleted
the file. Stop visiting that site, and/or inform its webmaster.

If you're not aware of visiting a site at that moment, then check for
spyware.
