how does an administratorlimit user

i have a computer and i have 2 accounts one for me and one from my little
brother. mine is a administrator account and my brother's is a limited
account. i was wondering when i log on my where can i go to limit him from
downloading games and stuff on my computer thanks.

Open Control Panel. Under Administrative Tools, restrict other
users under local security policy.
 
i went to control panel then administrative tools then i am lost
i dont know where restrict other users is or local security policy are
