How do you turn normal text into word art

You don't, you have to type it, however you really don't want to do this. Only IE browser users will
the text render in a high quality mode, all other browsers will see a low quality GIF image. Plus in
will be implemented using Absolute Positioning which can lead to other page elements appearing out
of place as compared the location of the Word Art on your pages depending on a user browser window
opening, etc.

You can't, you must insert word art from the Insert > Picture > WordArt
menu/s.

Word art won't be viewable in browsers other than IE.
 
Example:

Normal Text: "He defends his position so strongly that I doubt his
sincerity."

Word Art: "Methinks he doth protest too much."
