How do you set up Outlook Express?

We have been unable to configure Outlook or Outlook Express on our computer
so we can't send documents or anything through the Microsoft program. How do
you set up the proper parameters? Where can we find them? We are full-time
RVer's so have no constant service provider but use WiFi hotspots most of the
time.
