how do you send in bug reports????

I have tried using the problem reporting tool that comes with
MicrosoftWindows Vista. Along the way it wants to download the Microsoft
file transfer manager in order to upload the feedback. I get an error code
of 2738 every time it tries to download. I've looked up the error code on
Microsoft's site and it says can access visual basic something or other.
Has anyone had this problem. Can anyone tell me how to report vista
problems or how to correct this.
 
I couldn't download the File Transfer Manager either until I looked up a
download site in Google. That worked fine and I can send bug reports again
now.

I get the same error 2738 when I try to install the latest itunes.
The itunes website suggest an ugrade to windows. I reluctant to ugrade
visual basic software.

Please provide the steps we can follow to reproduce the problem. Any
incorrect or missing steps can prevent us from being able to reproduce and
address the problem.

If you have any supplemental files, screen shots, etc., that will help us
investigate the problem, please attach those to your report. Seeing a
picture can sometimes help us identify the problem more quickly.
