How do you move XP to a new machine?

As part of building a web server, and after a disk format,
we recently installed XPPro on a machine that was
previously XPHome. Earlier today we tried to install the
same XPHome license on a different W98 machine, only to
find out that we can't register/activate it. MS still
regards the XPHome license as being in use, on the other
machine.

Does anyone know how to "untie, or uncouple" this XPHome
license from the original installation?

When Product Activation fails, select the option to "activate by telephone".
This will put you in touch with a Microsoft representative who will issue
a new product activation code (free-of-charge).
