Anybody know the best way?

Copy it, change the reference in the registry, reboot and delete the one
on C?

You need to use Setupmgr.exe (located in the PRO\SUPPORT\TOOLS\DEPLOY.CAB file on the XP CD) to create an unattended install file. Then add the following line to the [GuiUNattended] section of the unattend.txt or winnt.sif file created by SetupMgr.exe

Move = Move

Move != Install

There is no way to MOVE Documents and Settings, reliably. It has to be done at INSTALL

You don't get an option to set your Documents And Settings location during
install.

Just set up the desired location in your unattend.txt file before
installing.

That's a pity, i would have thought changing all the references i the
registry would be enough. But then i'm not surprised, Microsoft aren't
good at this thing.

Thanks.

In all actuality, its probably a security mechanism. Would be pretty rude for a user who's used to double clicking My Documents, not paying attention to where it actuall is, saving files and then find that all their folders are now on a FAT32 drive with no security.

Except that the data is being kept on FAT32 drivers to avoid XP
obfuscation. Security? Lock the door.
