Can you dial Outlook Contacts, but not BCM?

Working from memory because my Outlook/BCM link is somehow broken: WinXP
Sp2/Outlook 2003 SP3

Open the BCM folder from Outlook,
Search for the contact you want to call,
Double click that contact to launch the individual contact window,
On the right hand side of the upper toolbar is a drop down box with options
of 'message to contact, etc.,
Close to the bottom of the drop down list is a line item something like
'call contact'.
When you click on that, a new small widow box opens with things like 'start
call', 'stop call', 'end call'.

I have a simple RJ-11 splitter in the office line that splits that one line
between my desktop and a 2 line wireless phone.

When I click on call, you'll hear it dial and the ringing. I pick up the
cordless phone, push line 2 (Vonage VoIP) and click the BCM dialog box to
'Talk'. At the end of the conversation, I must choose 'end' on the handset
and 'end call' on the outlook dialog box.
