How do you limit Access to users in a shared database

I have a secured database on a shared drive. I have
several users that I have flagged as "Read Only". I have
another user that has full permissions. I don't want the
Read only users to be able to make any changes to the data
in the database, however when they open the database it
allows them to do so. How do I fix this?

You haven't secured the database properly, or you haven't properly
restricted the appropriate groups. Download and read-read-read the MS Access
security FAQ and make sure you have properly setup security.
