how do you keep row headings on all pages in an access report?

Put them in the page header section. If it is not available in your report
design, go View > Page Header/Footer.

I am assuming the columns on your report goes over the page size and you want
to do what you would do in Excel where you simply set the "Rows to Repeat"
property. If this is indeed what you are trying to do then quite simply;
sorry you can't. The only thing I imagine you can do is to redo your column
headings after the cut off point where the data gets printed to a new page.
 
Sorry, that should have been "redo you ROW headingd after the cut off point"..
 
Not sure what you want here, but have you looked at the Repeat Section property
for the group. It allows you to repeat the group header section on whenever the
page changes in the middle of a group.
