How do you get this thing to unblock

I accidentally blocked a program - no_tmrw.bat, with a name like that who
wouldnt, but now I cant manage my blocked items, the box just comes up empty
 
I copied the file, I deleted the file, I renamed the copy, no affect still
blocked, any help?
