I have two desktop computers both with windows XP. I
would like to share my one dialup connection with the two
computers. I have tried over and over to get Internet
Connection Sharing to work but cann't. Can somebody help
me?

The computer with the dial-up connection needs to have ICS enabled. If
you're not using a router or switch or hub to connect your two PCs, you'll
need an RJ45 crossover cable. Not a CAT5.

Try here for instructions. You'll need to navigate the site but
instructions are there.
