I had set up a folder in Windows 98 that combined various
programs into that folder, to save screen space. How do I
undo that - or, in other words, how do I delete programs
that are laying around in the all programs start up screen
(some of which are no longer in my computer)?

I am guessing you are talking about cleaning up your "start" menu, or
your desktop.

Handle just how you did in Win 98. Right mouse click on start, and open
the folders and drag and drop the shortcuts to existing or new folders.
