How do you close all the toolbars at one time when surfing the web?

Sometimes when surfing the web, multiple toolbars will appear at the
bottom of windows or windows xp. When there is about 6 or 7 websites
inside the toolbar (on the right of the start button in the desktop),
windows combines them all into one to form a group. But how do you
close 3 or 4 website toolbars all at once so that you dont have to
click on each individual one to close it?

You mean you are getting that many popup windows? Turn back on your popup
blocker and scan your computer for malware using MalwareBytes and
SuperAntiSpyware.

If you mean you open that many individual Internet Explorer/Firefox/etc
windows when you are surfing the web - why? You could be using tabs.

Otherwise - when they are grouped in what is called the taskbar (the bar
usually at the bottom that shows your open applications to the right of the
start button and left of the clock) - right-click on the grouping in the
taskbar and choose "Close Group".
