How do you change file name extension in File/Dir Explorer?

It was the same issue with File/Dir Explorer in XP and now the same in
Vista.
How do you change the 3-letter file name extension for any file?
In XP, I used to run command window and do it manually from command
line.
How do you access command window in Vista anyway?

Folder Options -> 'View' tab -> uncheck 'Hide extensions for known file
types'

Then the extension can be changed like any other rename.

How do you access command window in Vista anyway?

Start Menu -> 'Start Search' box -> type 'comm' and it should be your only
choice.
 
First thing I do when I install a new OS.
