An RSS feed is nothing more than an XML file that visitors (using iPod,
iTunes, or any of the now hundreds of software players) download which
tells their software where the desired file is on your web server.
So to answer your question, yes you can use Frontpage to tell people
where to find your XML file. You may want to hyperlink the XML file to
the now popular orange "RSS" box as can be seen on so many sites.
