how do we "share" e-mail between user accounts?

Is there a way to set up Outlook or any other e-mail program so that two
users can share the same e-mail account while still having different user
accounts.

One way to do this is to have one user configure their email client to
download received email but leave the originals on the server. Have the
other user download email and delete the originals from the server. There's
a gap in this plan: The user not deleting will not see emails received
between the last time they checked mail and when the "deleting user"
checked mail.

Not perfect but it's one way to approach the problem.
