and find out ISP. Write a mail to abuse@ ?
Or go to the police with the IP adress

If you have been subject to identity theft, or suffered a loss due to it,
please contact your local Police agency and let them chase the spy.
From there, I would then take steps to clean and protect your information
and your computer so that it doesn't bother you again.
