i created an account with administrators privileges (including password) and
tried to create a simple task to launch notepad.exe in another users account
(with or without administrators privileges and with or without a password)
but the task won't run (even with task scheduler services enabled). What
could I be doing wrong?

Tasks usually have to be created in the user account they are run in even if
you create the task in an Administrator account.

so all accounts have to have a password in order to use Task
Scheduler? I can't create a task to run in another account?

Yes you can create a task to run in another account as long as the account
you use has
password. If you could'nt get a task to run, then go to control panel ->
Scheduled tasks
click on advanced and view log. This will open up a notepad with logfile for
task scheduler.
Check what is the error message for your failed task.

Let me see if I got this straight (can't find any reference to it on
microsoft.com or anyother online documentation including help file for
Task Scheduler): In order to use task scheduler on an account WITHOUT
a password, I only need to have an account WITH a password call the
scheduled task (using Run As)? Now, thru Fast User Switching does
this account WITH a password need to be active (or running in the
background)?
