How do I use French language keyboard?

I wish to type a letter in French....I used to be able to switch from English
keyboard to French on the tool bar . How can I get it back on ?
 
In Control Panel | Regional Options | Input Locales, there is an option to
show the Language Bar in the Taskbar.
