How do I use Aero Desktop? Help!

I am not getting the Aero 3D desktop effect and I cannot figure out how to
turn it on. Can someone please explain that. Thanks.
 
To change the color scheme to Windows Aero
1. Open Appearance Settings by clicking the Start button , clicking Control
Panel, clicking Appearance and Personalization, clicking Personalization,
and then clicking Window Color and Appearance. If the Appearance Settings
dialog box is not displayed, at the bottom of the page, click Open classic
appearance properties.
2. In the Color scheme list, click Windows Aero, and then click OK.

Try supplying which version of Vista you have and what your hardware is.
Makes it far easier for folks to wrap their arms around your problem. For
example: "I'm running Vista Home Premium and I have a Blah-blah-blah video
card with a gazillion megs of ram and my pc has totally, like, more RAM than
you could ever use... but my hard disk is only 2GB's." You know, some more
info...

Go to "control panel" then "system". Click on "windows experience index"
then click "update my score"
If your computer is capable of aero it should automatically enable by default.

May be the following workaround helps:
1. Ensure that you have the following registry value set to :
HKCU\Software\Microsoft\Windows\DWM\Composition set to 1 (32-bit
DWORD)
HKCU\Software\Microsoft\Windows\DWM\CompositionPolicy set to 2
(32-bit DWORD)
2. Restart DWM by opening a command prompt with administrative
privileges:
- Type 'net stop uxsms'
- Then 'net start uxsms'
