How do I unrestrict the reading of hyperlinks?

I had previously installed Thunderbird for email which seemed to take over
everything. I uninstalled it and reinstalled Outlook 2003. I now am not
able to open hyperlinks that appear in email messages. An error message
comes up that "restrictions" on my computer are causing this and to contact
the "system administrator" (me). How do I accomplish this unrestriction?
