Access >>always<< uses a workgroup file..
If you start your database using a shortcut including the /wkgrp switch,
Access uses the workgroup file that is specified in that shortcut, with that
switch.
Otherwise, Access uses the current default workgroup file for your PC. That
file can be viewed, or changed, using the Workgroup Administrator program.
That program is a seperate EXE file in versions of Access up to 97
(WKGRPADM.EXE or somesuch? - I never remember the spelling!), but it is a
built-in menu option in higher versions of Access.
