How do I unblock links

In Outlook 2007 when I try and click on a link a box comes up saying. "This
operation has been cancelled due to restrictions on your computer. Please see
your system administrator . How do I cancel this? Any help much appreciated:-)

You begin by pretending that you have NEVER before used an online search
engine, like Google?
