how do i turn off "plug and play"

hmmm basically you cant, for the simple reason most
computers have some form of plug and play built into the
BIOS or Main Board processors, so from the minute you
turn them on they search for plug and play devices, i.e.
CDROMS, HARDRIVES, VIDEO CARDS etc.... P&P is a good
thing when it works, but a nightmare when there is a
conflict, I have a belkin wireless network, windows XP
auto-update has decided it's detected an SMC wireless USB
device (Err NO!!!!), when origionally allowing windows to
replace my belkin driver my network stopped working.
Luckily WinXP has a rollback device driver option, so i
could rollback to the belkin, which works fine. It still
keeps harassing me with online update finding an SMC usb
device but I just ignore what Microsoft say and decline
installing the driver. See Microsoft device driver
signing doesn't work, you've endorsed a device driver
that doesn't work and isn't even the make of my USB
device - you bunch of tossers, that's why I always over-
ride any device driver signing prompts, what's the point
when microsoft cant get it right themselves and their the
ones blaming every one else's device drivers. Yep
Microsoft, need I say any more.

Sorry about the long winded moan but I hope it sheds more
light on the whole P&P concept and how intergrated into
every part of a computer it now is.

Of course you can turn off Plug and Play. And, sometimes it is necessary to
do so. Just look at administrative tools--services--in control panel.
